» ICONE will take part in the International Oilseed Producers Dialogue

ICONE will take part in the IOPD XII - International Oilseed Producers Dialogue, which will take place in JW Marriott Hotel Copacabana, in Rio de Janeiro, Brazil, between 13th and 15th june.
 
This forum will be an opportunitity for the various oilseed associations to discuss the current global situation and their vision for the future.

» ICONE will present the results of land use change in the launching of the World Bank "Brazil Low Carbon Study"

ICONE will participate in the launching of ”Brazil Low Carbon Study”, that will be carried through in 17th June, in Brasilia. The study was hired by the World Bank and ICONE leaded the referring analysis about land use, since 2007.
 
Taking this study as a base, the Institute developed an economic model to evaluate the perspectives of the land use in Brazil up to 2030. This model takes into account the Brazilian peculiarities, and got significant results of land use in terms of planted area, supply and demand for the main agricultural activities, livestock and forests, for different reference and low carbon scenarios.
 
During the seminary, several presentations will be promoted, aiming to discuss the study results in Land Use and Forests, Energy, Transports and Urban Residues sectors. Andre Nassar, ICONE’s general director, will present the results on land use modeling in Brazil.

André Nassar, ICONE’s general Director, will participate in the 10th Challenge Bibendum, which will take place in Rio de Janeiro from May 30th to June 2nd. He will make a presentation about biofuels in the ‘Panel 6 - Energy Sources and GHG Emissions’.
 
Scientists, academics, engineers, car manufacturers and political players will discuss their respective points of view at thirty round tables, seminars, conferences and debates
 
Created in 1998, Challenge Bibendum brings together all the public and private mobility stakeholders involved in seeking innovative solutions for the future in automobile technology, infrastructures and road safety. The 10th Challenge will also welcome representatives of the Global Road Safety Partnership who, during one of the round tables, outlined what could be used as the basis of the United Nations’ 2011-2020 worldwide road safety programme.

» ICONE will take part in the 1st Biofuels International Conference

ICONE will take part in the 1st Biofuels International Conference, promoted by CEES-FAAP, between 26th and 28th may.
 
Workshops and presentations will be done in the occasion, focused in the private sector, members of the government, technician, researchers and professionals of the biomass area and biofuels. The objective of the meeting is to motivate the conscientious use of the natural resources and energy in favor of the environment. 
 
In the 27 th, André Nassar, ICONE’s general director, will make a presentation How to Measure the Impact of Biofuels on Climate Change, in the first panel.

» ICONEs' research promote brazilian ethanol in the USA

After two years of researching GHG emissions associated to land use change due to agriculture expansion in Brazil, the Institute for International Trade Negotiations has successfully accomplished an important goal. The Environmental Protection Agency (EPA) released the results of GHG emissions from sugarcane ethanol, which are part of the USA Renewable Fuel Standard (RFS2) legislation. So far, their results validate the ones that ICONE submitted to EPA last year.
The RFS2 generates mechanisms that can increase biofuels consumption to 36 billion gallons (136 billion liters) until 2022 in USA. However, to access the USA market, biofuels have to comply with some criteria and other compulsory issues, such as a minimal reduction of GHG related to the gasoline consumption. A biofuel is recognized as an advanced biofuel when it reduces CO2 emissions no less than 50% compared with gasoline.
Last week, EPA officially recognized that sugarcane ethanol decreases carbon dioxide emissions by 61% in comparison to gasoline. For Brazil, this means a new market for the Brazilian ethanol in the USA – about 15 to 40 billion liters – will be created in the next few years. ICONE was able to give its contribution, working in partnership with the Food and Agricultural Policy Research Institute (CARD/FAPRI) and, as a result, the whole Brazilian sugarcane sector will benefit from the results.
Preliminary data released by EPA last year showed that ethanol was able to reduce CO2 emissions only by 26%. According to EPA, the GHG emissions calculations should account the full life cycle analysis of biofuels. More specifically, despite of the emissions released during the production and industrial process, emissions related to direct and indirect land use change, LUC and ILUC respectively, should be included in the GHG emissions balance. However, there is no international consensus about the land use change dynamics due to the lack of a common methodology that could be applied to measure the real changes. 
ICONE has been working in this issue since the beginning of 2008, when it started to develop a tool that allows the measurement of land use changes and GHG emissions by simulating changes on food, fiber and biofuels demand. Considering that the Brazilian Land Use Model (BLUM) takes into consideration the real Brazilian agriculture dynamics, the results demonstrate that it does exist an indirect effect on land use change caused by an increase on ethanol demand, but the effects are minimal.
“When the documents were exposed for comments in 2009, ICONE presented important regional inputs, which showed that the analysis suggested by EPA was not satisfactory to capture the real reality of the Brazilian agriculture” said Andre Nassar, General Director of ICONE. EPA has taken into consideration not only ICONE´s analysis, but it has also used one version of BLUM, through FAPRI, to show the results presented last week.
According to the results submitted by ICONE to EPA, considering only some improvements in land use methodology, the results in terms of GHG mitigation of ethanol in comparison with gasoline was, approximately, -52% instead of 26% . In addition, some correction were made in sugarcane carbon stocks above ground , which improved the number of GHG emission for ethanol As a result, the number could reach 60% mitigation. This result is quite similar to the number released by EPA last week.

» Book: Green box subsidies and developing countries

                                              
Andre Nassar, ICONE’s General Director, and Saulo Nogueira, ICONE’s researcher, have written a chapter on the book ‘Agricultural Subsidies in the WTO Green Box - Ensuring Coherence with Sustainable Development Goals’, published by ICTSD (International Centre for Trade and Sustainable Development). They and two other authors analiysed the opportunities and challenges for developing countries, trying to answer to the question “Do the World Trade Organization’s rules on ‘green box’ farm subsidies allow both rich and poor countries to achieve important goals such as food security, or do they worsen poverty, distort trade and harm the environment?”

» ICONE take part in the Barcelona Climate Change Talks

ICONE take part in the ninth session of the Ad Hoc Working Group on Further Commitments for Annex I Parties under the Kyoto Protocol (AWG-KP) and resumed seventh session of the Ad Hoc Working Group on Long-term Cooperative Action under the Convention (AWG-LCA) in Barcelona. This is the last negotiating session before COP 15, in Copenhagen in December. Rodrigo Lima, ICONE’s General Manager, will follow the debates from 2 to 6 November 2009.

» ICONE took part in the 'WTO Public Forum', in Geneve

ICONE took part in the ‘WTO Public Forum’, promoted by OMC and realized from september 28th to 30 th, in Geneve. The meeting congregated social entities and specialists in commerce to argue about current subjects related to the international negotiations. 
 
Saulo Nogueira, ICONE’s researcher, presented a work in the panel `The Brics at the Doha Round: Comparing crisis born agendas and strategies´ in 28th, together with other specialists of India, South Africa and China. The project is co-ordinated by the North-South Institute, a canadian entity, and aims to bring up the effects of financial world-wide crisis in the negotiations of the Doha Round.
 
The works show how each country has reacted to the international crisis, the process of formularization of commercial politics and the changes that had occurred in the negotiating position of each one.

André Nassar, ICONE’s General Director, took part in two meetings in Haia, in September 14th: ‘Bilateral workshop on Sustainability of biofuels’ e ‘II Reunião do Memorando de Entendimento sobre Cooperação em Bioenergia, Incluindo Biocombustíveis’.
In Brussels, in September 15 th, he attended to a metting called ‘EC-Brazil Regular Energy Dialogue’.

» ICONE publishes a document about GHG emissions associated to sugarcane expansion in Brazil

ICONE has just concluded a paper analyzing the GHG emissions associated to land use change due to sugarcane expansion in Brazil. The calculations were based on the scenarios established by EPA (Environmental Protection Agency) in the context of the negotiations of the Renewable Fuel Standard (RFS). The obtained results using ICONE’s economic model BLUM (Brazilian Land Use Model) are sensibly different than the ones published in the DRIA (Draft Regulatory Impact Analysis). This study has already been sent to EPA in order to be used by the agency in the future negotiations of the RFS.

» ICONE subscribes Brazilian Climate Alliance and take part in its launching event

ICONE has participated in the launching of the Brazilian Climate Alliance, in Sao Paulo. Journalists and representatives of the agricultural sectors, planted forests and bioenergy has shared in the event.
 
Rodrigo Lima, General Manager of the Institute, made a presentation of the main points and motivations of the Alliance.

» ICONE took part on 'Third Environmental and Resource Economics Training Course'

Leila Harfuch, ICONE’s researcher, took part on the ‘Third Environmental and Resource Economics Training Course’, promoted by Latin American and Caribbean Environmental Economics Program (LACEEP) on July 29 to August 7.
 
The course included themes like: overview of global environmental trends and corporate environmental management issues; competitive strategy and environmental protection opportunities in emerging markets; topics in environmental economics: public goods and externalities – theory and applications; case study about climate change.

» ICONE take part on 1st Brazil-U.S. Biofuels Short Course

Andre Nassar, ICONE’s Managing Director, will take part on the panel ‘Sustainability, Life Cycle Analysis and Certification Process’, during the ‘1st Brazil-U.S. Biofuels Short Course’, in FEA-USP (Sao Paulo).

» ICONE participates in the Preparatory Meeting of Itamaraty for the COP-15

ICONE's senior researcher, Saulo Nogueira, took part in Itamaraty's (Min. of Foreign Relations) meeting in preparation for the UNFCCC's COP-15 Conference in Copenhagen, together with around 50 specialists from government, private sector and NGO's.

The Minister Luiz Alberto Figueiredo Machado, of the Department of Environment, presented a brief history of the climate change negotiations and the Brazilian position in these talks. Among the topics discussed were the participation of the developing countries, through the G-77, in the targets for emission reduction in the Post-Kyoto Agreement to be prepared in the Conference, the financing available to the developing countries, the Clean Development Mechanism (CDM) and the Reducing Emissions from Deforestation and Degradation (REDD).
Another two meetings will take place until December, when the COP-15 Conference will take place.

» ICONE celebrates its 6th anniversary

ICONE celebrated its 6th anniversary on 16th of July with an event to highlight all the work done over the years. There were two presentations, one showing the history of the institute and all its contributions to the Brazilian agricultural sector in WTO agriculture negotiations and other efforts to opening foreign markets to Brazilian exports, and another on the new area of research on agriculture and climate change.
 
The event brought together many business representatives of Brazilian agriculture, academics, NGO´s and other specialists to celebrate the work of ICONE. The presentations were followed by a cocktail session and awards were given to those who have helped support the institute over the years. The new Report of Activities was also launched at this event (available here).

» ICONE take part on the 16th International Programme on the Management of Sustentability

ICONE is involved in the debate on agriculture and climatic changes and, for this reason, Rodrigo Lima, General Manager of the institute, participates in the 16th International Programme on the Management of Sustentability, promoted by The Sustentability Challenge Foundation (SCF).

The IPMS is a 7-day executive seminar for senior officials from the public, private and non-profit sectors about strategies to meet the challenges of sustentability and it is held each year in june in Neetherlands.

The objectives is to train the participants in the techniques of multilateral dialogue to resolve the conflicts that arise in the context of implementing sustainable development.

» ICONE tooke part in EPA's public hearing

André Nassar, ICONE’s General Dicetor, participated on EPA’s (Environmental Protection Agency) public hearing that held for the proposed rule ``Regulation of Fuels and Fuel Additives: Changes to Renewable Fuel Standard Program'' (the proposed rule is hereinafter referred to as ``RFS2''), which will be published separately in the Federal Register. The hearing occurred in Washington, DC on June 9, 2009.

In a separate notice of proposed rulemaking, EPA is proposing a regulation to implement changes to the Renewable Fuel Standard program as mandated by the Clean Air Act (as amended by Sections 201, 202, and 210 of the Energy Independence and Security Act of 2007). The revised statutory requirements specify the volumes of cellulosic biofuel, biomass-based diesel, advanced biofuel, and total renewable fuel that must be used in transportation fuel each year, with the volumes increasing over time.

The rule proposes regulations designed to ensure that refiners, blenders, and importers of gasoline and diesel would use enough renewable fuel each year so that the four volume requirements of the Energy Independence and Security Act would be met with renewable fuels that also meet the required lifecycle greenhouse gas emissions performance standards. The RFS2 proposed rule describes the standards that would apply to these parties and the renewable fuels that would qualify for compliance, and the proposed regulations make a number of changes to the current Renewable Fuel Standard program while retaining many elements of the compliance and trading system already in place.

BOOK: Trade and International Negotiations for Journalists

ICONE and the Brazilian Center of International Relationships (CEBRI) launch the bilingual book ‘Trade and International Negotiations for Journalists’, inspired in the content of the course for press professionals promoted annually by ICONE.

The book is a consultation source for all those that want to understand better the trade themes and world negotiations. Acronyms as WTO, MERCOSUL, UNCTAD, GATT, BIRD, RTAs, IED, IDB, Bric and IMF are presented in a didactic way and, at the same time, in a practical context, showing how international organizations operate, explaining in wich way agreements are firmed and how commercial movements occurs.

» ICONE participates in the seminar on alternative negotiation methods in the agricultural talks of the WTO

ICONE participates in the seminar on alternative negotiation methods in the agricultural talks of the WTO, organized by the University of Adelaide. ICONE´s senior researcher, Saulo Nogueira, participated on the 11th and 12th of December in the seminar, presenting the Brazilian perspective on the use of critical mass in the trade negotiations of the Doha Round. The ideia of the project is to see the acceptance by Brazilian trade experts and negotiatiors of using smaller group of countries in closing agreements in agricultural commodities. The same questioning was done in China, India and Indonesia, and the university of Adelaide also contracted papers from trade experts from various other countries, all of which were presented in the seminar. 
 
Even though the Doha Round uses a single undertaking for closing all agreements with all member countries before signing a deal, the idea of having smaller groups sign deals was discussed. The concept of critical mass was also discussed, and the possible difficulties in implementing it in the WTO talks. The coordinators of the project will analyse all the work done and possibly print a book with the studies.

» IPC Seminar on Food, Fuel and Forests

The Internacional Food & Agriculture Policy Council (IPC) will hold its 41st Annual Meeting in Bogor, Indonesia on 10th and 11th May. Themes to be discussed include: WTO Doha Round, trade and the environment, technical standards, biofuels and sustainability.

 

On May 12, 2008, IPC will examine this issue and also incorporate the ecological questions surrounded food production and biofuels into the debate at its 41st international seminar, to be held in Bogor, Indonesia. The Seminar on the 12th "Food, Fuel and Forests" will focus on climate change, agriculture and trade. Andre Nassar, Director General of ICONE, will make a presentation in the panel on sustainability standards, covering the issues in the ethanol sector.

 

ICONE will organize a panel on biofuels with presentations of the analysis papers done by the Asian Latina American Research Network (ALARN), covering the sector policies, production and sustainability issues.

» ICONE participates in conference on domestic subsidy notifications organized by IFPRI

André Nassar, Director Geral of ICONE, participated in the conference organized by International Food Policy Research Institute (IFPRI) to discuss domestic subsidies of agricultural products and how these are notified to the WTO. ICONE, which is preparing a study on the existing subsidies in the Brazilian agricultural policy, is part of the group coordinated by IFPRI. Besides Brazil, the follwing countries are also analyzed: United States, European Union, Philippines, India, China, Japan and Norway. the project entitled "Improving WTO Transparency: Shadow Domestic Support Notifications", seeks to analyze how the domestic subsidies are notified to the WTOand suggest alternative methods using criteria different from those used by the governments. » Results of the Dialogue on Tropical Products in Salvador

 

ICONE together with ICTSD (International Centre for Trade and Sustainable Development) organized a Dialogue on Tropical Products, Trade, Natural Resources Management and Poverty in Salvador on 3-5 December, 2007. The participants were made up of experts on tropical products and agricultural trade who discussed the current status of the negotiations on tropical products and possible areas of convergence between the negotiating countries in the WTO. Other areas discussed were biofuel production based on tropical products, supply and value-chain and sustainable agriculture.

» Trends of the agricultural production and food demand in Asia

Agricultural experts from nine countries in Asia and Latin America presented the situations of their sectors in the First International Seminar of the Asia Latin-America Agri-Food Research Network (ALARN) held in Sao Paulo on 29th of August. The presentations on China, India, Indonesia, Malaysia, the Philippines, Thailand, Argentina, Brazil and Chile were based on the country papers written as part of the project organized by ICONE and the Hewlett Foundation.

 

A presentation on a cross-paper was made showing the differences and similarities of the nine countries and the current trends of the agricultural production and food demand. Among the overall observations made are:

  • Agricultural production grew significantly after the economic liberalization of the 1990s, mostly through higher efficiency of production through better technological investments.
  • There will be some restrictive factors that may limit agricultural production growth in the future, mainly due to water limits, poor infrastructure, size limitations for landholdings.
  • Population and economic growth will increase demand for foods, especially high-value foods. Since most of the population have low income, the potential for growth in food demand as income grows is large.
  • The six Asian countries of the ALARN are going through an agroindustrialization process. This implies changes to the structure and integration of the sector, along with the distribution and retail system which cause changes in the whole production chain.
  • Although there are signs of potential for increse in trade between the regions, protectionist policies remain in place in some of the countries.

» For the fist time, Brazil will discuss the agribusiness sector in 9 countries

 ICONE and The William and Flora Hewlett Foundation will hold the First International Seminar of the Asia Latin-America Agri-food Research Network (ALARN),on August 29 in São Paulo.

 

Specialists from China, Malaysia, Indonesia, Thailand, India, Philippines, Argentina, Brazil and Chile will present their papers analyzing the main characteristics of the agricultural and agri-food sectors of their countries.

 

 

The papers will highlight the differences between the countries and regions and identify the policies that brought problems to the sector and those that resulted in a more efficiently structured and productive sector. These findings may be used by specialists and the governments of the countries involved to learn from the experience of other developing countries. The exchange of information will be beneficial to all members, as well as to their countries experts, students and government officials working on agriculture. Considering that the members of the network are experts with a certain degree of influence in national policy-making, the findings of the research may evolve into recommendations to be forwarded to their countries' ministry of agriculture.

» ICONE honors IDB's Department of Trade and Integration

As part of the celebration of its 4th anniversary, ICONE honored institutions and personalities on April 19. ICONE has chosen IDBs Department of Trade and Integration (INT) in the "institutional category". At the occasion, the Institute publicly launched the Multilateral Investment Fund of the Inter-American Development Bank (MIF-IDB) project. "We are grateful for all support the INT has given us over the past four years and hope our relationship continues to grow in the coming years", said ICONEs president, Marcos Jank.

» OECD: Review of Agricultural Policies in Brazil

In its first ever Review of Agricultural Policies in Brazil the OECD says that if the US, the European Union and other OECD countries were to cut import tariffs and export subsidies on agricultural products, farmers in Brazil would gain from the resulting rise in international prices, with the larger commercial producers benefiting most. The report estimates that a 50% cut in tariffs and export subsidies globally, together with a 50% reduction in domestic support to agriculture in OECD countries would benefit the Brazilian economy - through higher incomes for consumers and producers - by some 1.7 billion US dollars, the equivalent of around 0.3% of GDP.

 

The OECD's review of Brazilian agriculture is part of on going co-operation programme launched in 1999, which has already resulted in a number of other studies, including reviews of the Brazilian economy, competition policy, tax reform and insurance and private pension funds.

 

ICONE, among many other Brazilian specialists, contributed to the OECD report.

» Round table on Agriculture in Geneva

The International Trade Centre held a round table on agriculture on May 29 in Geneva. André Nassar, from ICONE, presented the topics Export Competition (impact on exports of products facilitated by export subsidies and new opportunities anticipated) and Market Access (new opportunities for trade). Crawford Falconer, chairman of the Committee on Agriculture, presented the State of Play of WTO Negotiations.

ICONE's Project Coordinator Mario Jales attended the seminar "The WTO and the Sustainable Development Agenda: Prospects after Hong Kong."  The seminar was organized by the Royal Institute of International Affairs (Chatham House) and took place in London, on February 6-7. Jales gave a presentation on "Agriculture in the Doha Round."

» Regionalization Principle: debates in Geneva

ICONE`s researcher Rodrigo Lima takes part in the Brazilian delegation to the 34th Regular Meeting of the Committee on Sanitary and Phytossanitary Measures. » IDB Fund to support Trade Liberalization in Mercosur Countries

The Multilateral Investment Fund (MIF), an autonomous fund administered by the Inter-American Development Bank (IDB), approved US$ 3,2 million grant to support agricultural trade liberalization in Mercosur countries. The resources will enable the Rural Associations of Argentina, Paraguay and Uruguay and the Institute for International Trade Negotiations (ICONE) to build trade negotiating capacity of the private agricultural sector in Mercosur.

 

The Project will support at least 14 sector associations and more than 1,750 representatives of enterprises interested in participating and will offer training seminars to opinion leaders and decision-makers. It will create links among related web pages and will inform more than one million agricultural producers of the project's benefits.

» ICONE discusses Brazilian agribusiness and WTO agricultural negotiations with Master of Public Affairs (MPA) students from Sciences Po

On November 28, our senior researcher Mario Jales gave a presentation on Brazilian agribusiness and WTO negotiations to 23 MPA (Master of Public Affairs) students from the Institut d'Etudes Politiques de Paris (Sciences Po). Jales discussed the evolution and importance of the Brazilian agribusiness sector and the role of Brazil and the G-20 in the Doha Round.
